Why do people stop in the middle of the parking lot lane holding up other cars behind them just to wait for?

people to back out of their parking space so they can so they can park only 15-20 feet closer to store? If they don't see any car trying to back out of the store, people would stop in the middle of the line waiting for someone to move.
