How do I make a brainchip?

I read about a scientist (Jose Delgado) who created a design called a "stimociever", because it both stimulates the brain and receives radio waves which tell it when to turn on or off. The circuit is about an inch in dia. on a small pcb, insulated in acrylic plastic with stainless steel electrodes coated in teflon. It is implanted under the skin, and the wires are led along the ckull and into a small hole. I found alot of descriptions, but no actual diagrams. If anyone knows anything about the chip, can you help with the circuit?
