My father's garden isn't hurting anyone but they have sent a letter telling him to tidy it, can they do this?

I'm not sure of EPA effectiveness, but most communities have laws regarding unsightliness and conformity for houseowners in an attempt to boost property values. He may be able to defend his garden on grounds his property is better kept than some others in surrounding neighborhood, but this will likely cause more hurt feelings.
